In 1965, when the Institute of Education was first established there were three senior staff members. The Professor and Head of the Department of Education, Ahmadu Bello University then under the defunct Faculty of Arts and Social Science, Professor A. G. Joseline who served as part-time Acting Director. The Ministry of Education of the Northern Region seconded two education officers to the Institute as full-time staff members. One served as Secretary of the Institute and Organizing Tutor for History and the other as Organizing Tutor for Primary Education.

From this beginning and over the next three years, the British Council, the Ford Foundation, the Northern Nigeria Teacher Education Project (NNTEP) and the Overseas Educational  staffing the Institute. On April 1, 1968, the correspondence section of Ministry of Education of the former Northern Region was transferred to the Institute of Education. By 1969, the institute had 16 senior academic staff.

The second Director of the Institute. Professor S I Hicks who took over in December 1967 was also a part-time Director and Head of Department of Education. He however set up the Institute in the pattern of the Institute of Education of London University. Which helped to establish a close relationship between the two Institutes.

    To provide professional training in education. To aid in the modernization of education systems and practices for learning and teaching purpose for both public and private educational sectors. Provide courses of Instruction leading to Diplomas, certificates, and other disciplines. Hold conferences and seminars on subjects relevant to its areas of activities. Carry out research and consultancy services in the fields of education.

    To provide for a Nigerian society through its educational system comprising of individual ability skils and moral values and and organizations possessing sound intellectual skills and moral values that are capable of reslonding to the needs of the Nigerian society and mankind at large. Assist in the teaching function of the University at graduate and undergraduate levels.

The Institute of Education is part of Ahmadu Bello University and functions under a Board of Governors and a Director. Membership of the Board consists of:

  1. The Vice Chancellor as the Chairman.
  2. The Director of the Institute of Education, member.
  3. The Deputy Director of the Institute of Education, member.
  4. The Dean Faculty of Education, ABU Zaria, member.
  5. Examination Officer, Institute of Education, member.
  6. Registrar ABU Zaria, member.
  7. Bursar ABU Zaria, member.
  8. Finance Officer,Institute of Education, member.
  9. A representative of NCCE Abuja, member.
  10. A representative of NBTE Abuja, member.
  11. A representative of NTI Kaduna, member.
  12. A representative of each of the Nineteen Northern States appointed by State Governors.
  13. Secretary Institute of Education, Secretary.

The functions of the Board may be summarized as laying down policy and providing general guidance and review of Institute’s activities. The Director is deputized by a Deputy Director.
A Professional and Academic Board, being chaired by the Director and consisting of Dean and head of Divsions,and head of Units, etc. exercises general supervision over the academic and research activities of the Institute.

    To conduct and promote research and to act as a coordinating agency for research, in all matters pertaining to education and the development of education in the States. Advise on the establishment and maintenance of professional library services in the States. To promote the training of teachers and other persons engaged in or intending to engage in educational work.
